Topps Announces Content Exclusions in 2015 Topps Football – The following is a direct quote from the Topps Blog. (Bold added for emphasis.)

“The next edition of Topps® Football hits shelves this week with an exciting look at the 60-year history of Topps Football.

While 2015 Topps Football is filled with exciting content, Topps wants to make collectors aware of an error on the wrapper odds. Due to unforeseen issues, Topps had to remove The Road to Victory and NFL Super Bowl Patch cards, which happened before wrapper and box odds could be updated.

To repeat: these cards appear on the wrapper odds, but they do not appear in the product nor are they on the checklist.
